As Nairobi City County Assembly kicks off public participation exercise on the Nairobi City County Finance Bill 2023,concerns have been raised over the  constitutional merits of the bill.

Civil Society Reference groups demand explanations on the introduction of new charges, formula to be used among other  issues.

The Civil Society Reference Group chairman CD  Otieno says the says the county must address all pertinent issues raised before embarking on the passage of the bill.

‘‘A Finance Bill always amends other Acts as has been clearly stated in your notice. However, in this case, the Acts that are being amended including other linked documents to a Finance Bill like the CIDP, CFSP, Quarterly Liquidation Reports, Quarterly Implementation Reports and Approved Program Based Budget for the current have not been availed for the public for scrutiny thereby affecting the quality of public participation on the Finance Bill 2023.” The statement reads.

‘‘The Nairobi City County Finance Bill 2023 is not providing a clear explanation on what formulawas used to raise taxes on various revenue streams and also why new taxes and levies are introduced. The Nairobi City County Finance Bill 2023 is not clear whether there are new laws that are being introduced with the introduction of new taxes and levies. The Nairobi City County Finance Bill 2023 doesn’t provide details of how the proposed tax revenue measures are equitable and which categories of people are bearing the weight of the new taxation. Residents Reactions

Meanwhile Nairobi residents have called on the Nairobi County Assembly to ensure that what is passed do not add another burden to mwananchi who is already in economic pain following the enactment of controversial Finance Bill 2023 .
“We are in economic crisis na tunaumia kupitisha kitu kitatunyorosha Tena sio poa.Governor Sakaja should be mindful hatuko sawa tunaumia hizo ma charges mpya anajaribu kupush atusamehe nazo watu Wanaumia.” Wily Munga a trader said.
“The issue of increasing more taxes to give Nairobians more burden should have some breaks we are already wounded with the Kenya Kwanza Finance hii Sakaja isikam na Zake tumechoka sana to our MCAs please keep an eye and ensure you pass what is best for mwananchi.” Mwangi Kiarie told Ghetto Radio News.
