Elachi Snubs Nairobi Assembly Committee Probing Staff Promotions During her Tenure

Former Nairobi Speaker Beatrice Elachi has failed to honour dates with the Nairobi County Assembly Justice and Legal Affairs Committee that is investigating alleged illegality in the promotion of 28 staff members at the Assembly during her tenure.

Elachi was also expected to shed lights on how the whole exercise was done and whether they fully followed the Deloitte report that was given mandate to come up with restructuring duty.

But according to Committee Chairman Joseph Komu her absence will not affect their probe and that they will come up with a far reaching report.

“The Purpose of Inviting former speaker Beatrice Elachi was not in any way to humiliate her, was not in way to get anything against the scope of the inquiry but was to shed light. It was an opportunity to come and clear her name. She was to come and make it clear to the committee and back her decision through the Law why she followed that. It was that simple,” Komu told the media.


The acting clerk Adah Onyango appeared before the committee and was grilled over the matter. She defended herself saying the promotion process had a lot of illegalities and that then the speakers acted as an individual in engineering the whole process.

She said the assembly is currently struggling financially this is after the promotions were done outside institution work plan and budget.

“This process was not done in conformity with the Law it was conducted in an irregular manner. My advice to the Committee is to thoroughly scrutinize the documents that we have presented before you. Look at the situation that is obtaining and make a recommendation that will be of good this county Assembly. This institution is a law making body and hence it will be traverse of justice if a law making institution be at the front of breaking the same law,” she said.
