Munga replaced Shioso as the commandant of Kiganjo Police Training Institute.
His appointment came in just days after he was named the new director of operations at the Kenya Police Headquarters.
Prior to the April 1, appointment, he was the director of reforms at police headquarters.
He was swapped with Boniface Maingi in the changes announced by Koome. The changes also saw Ranson Lolmodoni appointed as the Director of Operations at the Police Service.
Munga was on Thursday put on the spot after he knocked down a pedestrian while driving on the wrong side of the road.
Angry members of the public confronted him for his open defiance of the law that almost cost an ordinary mwananchi his life.

His Mercedez Benz car had its windshield broken forcing a fellow officer to come to his rescue.
The commotion lasted a while even as the victim of the accident lay on the ground writhing in pain.
It is not clear whether he was arrested.
The incident has caused an uproar with Kenyans online questioning his suitability to hold the office that is supposed to train police officers.
“Gideon Munga was appointed just a week ago as the new head of the police training college and he’s already breaking the law, even before he reports to Kiganjo. How will he train police officers to obey the law, when he’s guilty of breaking it himself?” posed activist Boniface Mwangi.
“Did they finally take the victim to hospital,” said Martha Karua.
