The Kenya Alliance of Resident Association (KARA) now wants new taxes imposed by Nairobi City County government in its finance Bill 2019 abolished saying wananchi were not involved before the same was drafted and enacted.
Appearing before the budget Committee KARA chief executive officer Henry Ochieng says the committee and the executive did not do proper public participation and the new proposal are illegal.
‘‘We want state clear that the bill is unlawful and we were not involved how can you charge sh. 2000 per house hold in slums for waste yet those are the same services that the county government should be offering us .’’
Kara also raised concerns on slaughtering fee of 50 shillings per chicken and 200 shillings for a goat in every households saying its not realistic.
Meanwhile Nairobi county government have defied the law and enacted the bill without completion of public participation and its passage by the county assembly.
Budget Committee chairman Robert Mbatia terms it illegal and nobody should be taxed with the new charges until assembly passes it.
‘’As we speak the CEC for finance Charles Kerich ignored the law enacted it through a gazette notice but we want to state that it is illegal and we have raised that also with the executive.’’ Mbatia said.
In the bill parking has also been increased from Ksh. 200 shillings to Ksh. 400 shillings for private vehicles in the central business district .
