Another supremacy battle looms between governor Mike Sonko and Nairobi County Assembly following the move by the governor to bring into the assembly the supplementary appropriation bill 2 without estimates.
According to the MCAs the governor has ignored one step which should be the supplementary budget with estimates and votes in each sector.
‘‘They governor thinks that he can play with our minds each and every time.He now wants us to cleanse the expenditure at the executive by passing the Supplementary appropriation bill without estimates ..and at what time will we do the valence, let it be signed and uploaded in the IFMIS and turns it into votes. It will be the next financial year.’’ Minority whip Peter Imwatok said.
‘‘We have only one month left …our focus is squarely on 2020/2021 we don’t want to be dragged into NMS fights again.. if the governor spent money on Covid 19 he will explain to auditors,’’ they said.
Sonko had declined to assent to the initial supplementary bill passed in the assembly , saying that the funds proposed by the MCAs have been allocated to functions not transferred to the NMS. The bill was later de-gazetted after Solicitor general termed it unprocedural.
Meanwhile the national treasury has given the Nairobi Metropolitan 26.4 billion shillings to run its operations.
