Why counties risk going into debts

The Council of Governors has warned that counties risk going into debts following failure by the National Treasury to release 77 billion shillings owed to counties.

This is despite 2017/2018 Financial Year coming to an end.

The Council of Governors Chair Josephat Nanok says the financial situation has put counties at a high risk of acquiring pending bills which should have been paid within the current Financial year.

Nanok also faulted the frequent changes in the procedure and requirements for the county Governments funds by the controller of Budget saying it is disrupting delivery of service in the county.
